If the area where you are planning to use the cinder blocks is already covered with a concrete pad you can easily build a cinder block wall right on top of the concrete. Any structure that you build will be more stable when it is set on a solid foundation. A 12 by 24 by 6 slab equals 7 41 cubic yards and will cost about 740 for concrete poured directly by a chute from a mixer truck. I would use a concrete saw to cut out two foot by two foot squares at each column location remove the concrete auger holes as appropriately designed by the building engineer set the columns in the hole per the plans then form and fill with premix around the top of the column to complete the slab.

Using a chalk line with red chalk snap a line that will mark the outside line of your shed. Pouring just a slab with a thickened perimeter is the least expensive and a perfectly acceptable option if you have good soil conditions not spongy.
